Torching weeds starts small house fire Valley Center Assistant Fire Chief Josh Tormey said a lawn care worker was using a torch to burn off weeds around the duplex at 218 N. Birch about 10:15 a.m. July 9 when flames caught the back side of part of the siding around the crawl space.
