City spending plan calls for no tax increase in 2014 Matt Heilman For the second consecutive year, the City of Bel Aire is in a position to approve its annual budget without raising taxes. At its July 16 meeting, the Bel Aire City Council approved the publication of a 2014 budget that actually calls for a slight decrease in the city's portion of property taxes from the 2013 mark. A public hearing for the budget has been set for Aug. 6.

NOTICE OF PUBLIC HEARING AND OF ISSUANCE OF RESIDENTIAL RENTAL FACILITY REVENUE BONDS Public notice is hereby given that the City Council of the City of Bel Aire, Kansas (the “Issuer"), will conduct a public hearing on August 6, 2013 at 7:00 p.m., or as soon thereafter as may be heard at City Hall, 7651 E. Central Park Ave., Bel Aire, Kansas 67226 in regard to the issuance by the Issuer of its Residential Rental Facility Revenue Bonds (Broadstone Villas, LP), in an aggregate principal amount of not to exceed $5,500,000 (the “Bonds") and in regard to an exemption from ad valorem taxation of property constructed or purchased with the proceeds of such Bonds. The Bonds are proposed to be issued by the Issuer under authority of K.S.A. 12‑1740 et seq., as amended, to pay the costs of the acquire and construct an affordable housing residential rental facility of approximately 48 units to be located at approximately 5600 N. Lycee in the City. The Issuer further intends to lease such facility to Broadstone Villas, LP, a Kansas limited partnership (the “Tenant"). The governing body of the Issuer will not pass an ordinance authorizing the issuance of such revenue bonds until said public hearing has been concluded.

Construction work on K-96 begins The News staff A Kansas Department of Transportation highway preservation project on K-96 from Maize to the Arkansas River (near the I-235 junction) began July 15. Traffic will be affected with daytime single lane closures of about three miles and slight delays because congestion may be experienced by drivers, KDOT said. All lanes will be open during the overnight hours.
