Bel Aire pushes for future development

The Bel Aire City Council took steps toward future development in the city March 20 by approving plans for street repairs and infrastructure.

During a recent workshop, the council discussed street repairs with the city engineer. On March 20, the council unanimously voted to hire PPJ Construction for those repairs at a total cost of $141,050. Street repairs planned for 2018 include thermal crack repairs on Greenwich Road from the north city limits to 45th North. Thermal crack repairs are also planned for Webb Road from the north city limits to 45th North, but could potentially be pushed back to 2019 if necessary. Rehabilitation is planned for 46th North east of Battin in 2018.

Concrete, curb and gutter replacements will also be taken care of by PPJ in various locations throughout the city. City staff will be handling a number of smaller street improvement projects as well. The staff has work planned for Edgemoor between 38th North and 41st North, Farmstead Courts, Park Vista, Rodeo, Pearson's Addition, Summit Hill and Eagle Lake.

Another item that was unanimously accepted by the council was the Bel Aire Master Growth Plan, which was presented by The Law Company and PEC. This is a plan the city had developed through research and community input to determine how to best grow the city. The plan identifies areas that are best suited for commercial, residential and other types of development and generally helps the city plan for the future.

"Our planning officials and staff requested that the council adopt a master growth plan that would identify the best location for certain uses," said Mayor David Austin. "The city contracted with The Law Company and PEC to create this plan. We had a city wide survey, took input on social media and had numerous open houses and meetings. The planning commission approved the plan at their March 15 meeting."

Pieces of the plan will be selected later to be incorporated into the city's more official, comprehensive plan. The Master Growth Plan is mostly a set of recommendations for the city to decide what to do with. None of it is binding and the council can amend the plan at any time. The city will post the plan to its website and social media pages for citizens to review and give feedback.

"This is saying we want to move forward," said Austin. "It doesn't bind us to everything that's in the plan. This is a good direction we're being pointed in. Certainly — before we were to build or do anything — you have my word that citizens' input will be sought."

In other business, the council:

•Unanimously approved the appropriations ordinance in the amount of $256,649.96.

•Proclaimed April Child Abuse Prevention and Awareness Month.

•Unanimously approved a resolution concerning service, license and permit fees pertaining to the Bel Aire Recreation Center. (Combined memberships for the rec center and pool.)

•Unanimously voted to continue the SRO position for USD 259.

•Unanimously approved the Bel Aire Recreation Volunteer Policy.

•Unanimously approved the Bel Aire Social Media and Website Policy.

•Unanimously approved the Bel Aire Seniors Funding Policy.

All members of the council were present. There was no executive session taken.
