Roadwork takes a turn for the complicated
By Chris Strunk
Last Updated: July 02, 2015

Access to businesses in the construction zone in downtown Valley Center is getting more difficult this week as crews begin building driveway approaches along Meridian and Ramsey.

The contractor has set up a schedule that will allow at least one lane of access to affected businesses. However, some driveways along Meridian will be blocked.

During the next four weeks, the intersections of Butler and Meridian and Allen and Meridian will be closed.

When the first phase of approaches is complete, the second phase will include the construction of the remaining drives.

The $6.7 million reconstruction of Meridian, Ramsey and Ford is expected to last until September.

Following is the city's weekly project update, including specific driveway approach closings:

Current status of closures

•Main and Meridian intersection, as well as Meridian north of railroad, is open to through traffic. During periods of heavy rain, portions of Meridian and side roads may have limited access due to flooding until storm sewer system is installed to allow for subsurface drainage. Traffic signs and barricades will be installed as needed to protect the safety of the traveling public.

•Main and Meridian intersection is 2-way stop controlled with stop signs on Main Street for east and westbound traffic prior to permanent traffic signal improvements. Permanent traffic signal installation scheduled for late June/early July with full width of Meridian opening and operational signals near end of July.

•Access to businesses along Ramsey is being maintained either from Clay Street and frontage road to the north or temporary access road from Ford Street.

•The west half of Meridian is open for access to the businesses in the area. Traffic may access this area from north and south Meridian which is open to traffic.

•The best routes to avoid construction are Seneca for traffic east of the project, and Ash north of Main or Sheridan south of Main for traffic west of the project.

Sequencing of side street and drive construction along east half of Meridian and Ramsey

Concrete paving scheduled to begin this week for driveways and side street connections to the east half of Meridian and Ramsey. To maintain access during construction and concrete cure time, construction shall be sequenced with the first phase of concrete to include the following areas with access maintained as described:

•Dollar General and Bryan's Heating and Air — access from Ford.

•Junk Pros and Synergy Fun & Fitness — half drive from Ramsey utilizing temporary road back to Ford.

•Bartel's True Value, USD Learning Center, Robert's TV — access from the frontage road onto Clay.

•Pizza Hut — access from Clay.

•Big Larry's — access from Meridian with driveway constructed half at a time.

•State Farm — access from Butler.

•Casey's — access from Meridian.

•Sonic will maintain one driveway off Meridian as well as access from Allen.

•DZ Automotive will maintain access from Allen.

•Intersection of Butler and Meridian will be closed with first phase.

•Intersection of Allen and Meridian will be closed with first phase.

This is expected to last 4 weeks until concrete cure is complete and open to traffic. Upon completion, newly constructed drives will be opened to traffic and construction will shift to remaining drives for second phase of construction.

Current status of construction

•Storm sewer construction along east half of Meridian and Ramsey complete. Top of structure adjustment as needed to tie into paving.

•Pond grading ongoing south of Ford Street working from the south end of the detention pond towards the north.

•Concrete wall construction on pump station ongoing.

•Pump station outfall piping construction between detention pond and floodway ongoing.

•Reinforced crushed rock base nearing completion. Concrete curb and gutter along east half of Meridian and Ramsey beginning.
