Planners appreciate city official’s efforts

The Valley Center city official who got RVs out of front yards and business signs off  sidewalks is retiring.

Warren Utecht, the sometimes controversial community development director since 2011, is leaving Valley Center. His last day will be June 12.

"You've ruffled some feathers in this town," said Matt Stamm, member of the Valley Center Planning Commission. "… There were some feathers that needed to be ruffled."

Utecht spearheaded an overhaul of the city's comprehensive development plan, efforts to clean up blighted properties and attempts to bring uniformity to some of the city's zoning regulations. He also championed the development of Wetland Park, west of West Elementary, which was met with opposition; and the installation of sidewalks in the Valley Meadows neighborhood, which some property owners have opposed.

Some residents didn't appreciate Utecht's direct approach, but city planners liked what he accomplished.

"You definitely cleaned up some of the messes we had when you got here," said Danny Park, chairman of the planning commission. "… We appreciate that."

Utecht said he has already sold his Valley Center home and will be returning to Wisconsin after his final day.

"You should be real proud of what you've done," said Gary Janzen, member of the planning commission.

A reception will be held in Utecht's honor from 3 to 6 p.m. June 11 at City Hall.

"I appreciated the opportunity to be your director of community development," Utecht said.

Meanwhile, John Emerson of Wichita has been hired as an intern for the city and will help with the transition between Utecht and his permanent replacement.
